In January, 2006, Joseph R. Scaletta started Northborogh Homeowners Association. In September, 2010, Green Quest Development, LLC took over the homeowners association and is the developer for the subplots. The 16.6 acres located near Mills Road and Route 83 the development is complete and the complex has 52 homes.
